report to go to the Secretary of State for Communities and Local Government for his decision
Oh, don't they get into a pickle!

There's other stages to go through in the meantime
Ombudsman complaint over notification and public comment
Ditto in respect of planning inspectorate guidance
Complaint over negative amendment and council 'covering tracks'
TDC (?) Closing submission and democracy - email gone to the council to ask if it's their stance
Taking issues such as drain capacity, traffic management etc to relevant organisations
